Where to find Zevlor in Baldur's Gate 3

In the dialogue, he will inquire about the fate of the remaining tieflings, ask for forgiveness and tell the whole truth. In fact, Zevlor succumbed to the temptation of the Absolute and did not have time to help his brothers, but now he repents and is going to do everything in his own power, even if the tieflings are no longer welcome to him.
Should I help Zevlor or not?
As in the first act, the fate of Zevlor directly depends on the choice of the main character. If you and free the leader of the exiles, you will meet him again at the end of the third act, where he can provide assistance. Keeping the tiefling leader alive is important for the hidden achievement. "No one is forgotten" with the condition "Rescue all the tiefling refugees you can in one playthrough."
If you consider the actions of the former Hell's Horseman unforgivable, you can take his life in any way - destroy him in the capsule or kill him after a conversation.
