The required enemy creatures literally look like TVs on legs, and their screen faces can show two different images, depending on the robot's current state. The change is set after they receive damage. Find an enemy squad that contains three Telebellies at once, then successively switch the screen of each of them to happy face.
Where to find the three gentlemen Telebellys from the Nightmariki troupe
Telebellys are not a rare enemy: these creatures are found in various enemy units on Penaconia, but usually only 1-2 Telebellys keep company with other monsters, and to get the achievement you need to fight right away with three TVs.
An enemy squad consisting of three Telebellies is easiest to find in the location "Hotel Dreams (World of Dreams)". Move to a spatial anchor "VIP Hall Corridor" then go into the room in the south, and then leave it through the eastern doorway.
