Start the robot and explore the 3 prison cells on the top tier as a guest in the House of Shackles, then you can unlock the Prison Inspection achievement in HSR. The bronze research-type achievement is located in the “Our Memories” subcategory and brings 5 star jades.
How to get to the prison cells on the upper tier
After completing the task "Wolf Escape, Unknown Outcome" go to the teleport Scriptorium: Before the entrance on the first floor of the House of Shackles and cross the bridge on the right to reach the central elevator. Interact with the stone statue nearby and go to the lower level, to the Ice Prison.
Go down to the green screen, following the path on the left, and through it go to Intermediate prison on the -2nd floor, where there are no other points for fast travel.
Go around the circular area near the main elevator and find the floating roboptahu, thanks to which you can move freely through the air. By controlling the bird, you can not only get a trophy, but also collect several chests on the difficult level of the House of Shackles.
Explore the 3 prison cells on the top tier as a guest
Awaken the Messenger and select any operating mode - it does not matter to unlock the achievement. The proposed options differ only in that the bird will independently inform the player about the criminals, or you can personally communicate with local prisoners to find out their history.
Fly higher and examine any three cameras, imprisoned in walls around the circle, to learn more about the monsters and lawbreakers inside. Once you've completed a little research, the achievement will unlock automatically while you're still in control of the robotic bird. Then you can continue the inspection and meet other NPCs.

Secret trophy Prison Inspectorate rewards 5 star jade, which can be picked up by going to the in-game “Achievements” tab.
