If the formula is correct, and all chances are really not added/subtracted, but multiplied by each other, then this makes sense, but the effect will be greatly reduced even before 100% chance of hitting effects.

Let's take Kafka. The base chance (100%), with the chance of hitting the effects (let's say 70% for the character) will be 170%.
If the enemy has 25% status resistance, we will get 128% final chance, which means that the effect will always be applied.
But if the enemy has a resistance of 50%, then the final chance will already be 85%.

So you can not overclock the SPE to 100%, but stop at 60-70 and invest more in attack power. On bosses that have more than 50% resistance, it is better not to go with DoT characters.
