At the "talk to Vulfbren" stage, after saving him, Vulfbren responds to conversation attempts by saying that while Keteric is alive, he can't go anywhere, and ends the dialogue. Is this a bug, or is it supposed to be like this? If it is a bug, is there a way to by it without loading an earlier save, and if not, will it break his quest, and will he appear later in Act 3?

My option is not to touch the guards (if you play “your own”, then to the end). 

Using stealth as Character 1, we make our way to the top floor, jump along the beams to the chamber adjacent to the tieflings and gnomes. We jump into the cell. We calmly communicate with them, give the gnomes any crushing equipment. With the second character we run to the boat and break the beams. We hide the rest of the characters so that the guards don’t get angry.

With character 1 we activate the escape of the gnomes and jump into the pit.
With character 2, we stand by the boat and wait for the gnomes and tieflings to come running (although I also placed barrels on the bridge after the gnomes, I don’t know if it worked to keep the guards away or not).

The NPCs come running to the boat and immediately activate the dialogue, I took the option to go with them to the tavern.

With this approach, the guards do not have time to see you and catch the prisoners and remain neutral. But there is also a minus - you cannot turn in the quests right away, the fugitives say that they were tracked while they were sailing, and until Keterik is killed, they are not safe. 

In general, Sergei’s approach is more laconic. But it’s not up to the hero and savior to do all the dirty work 😁

I went to jail when I snuck into Catherick's office. I ended up in the next cell with Wulbren. There was a hole in the floor of my cell; Vulbren suggested that I could escape through it. I jumped into it, found myself in an Ilythid basement, through it I got out to the pier with a boat, picked up a club and broke down the walls of the chambers with gnomes and tieflings. Voila, everyone is free and no one died. True, I had to go back to prison to get my clothes.
